Mental health professionals adhere to a confidentiality clause and according to that they cannot disclose any information about any of their client to the public. It does not matter if that client is the President of the country or any common man. Yes, technically speaking the mental health professional have an ethical responsibility to report mental health concerns about public entities but they are bounded by the confidentiality clause. Yes, it definitely matters that if they have been formally evaluated or not. It is unethical for the mental health professionals to comment on anyone without formally evaluating that person.
